Voices of the Street Volunteer Registration
The 2026 Voices of the Street Survey will take place in March 2026. Volunteer opportunities are limited to those age 18+ who register by March 2nd, through an invited agency. No space is available for additional registrations.
2026 Pre-Recorded Surveyor Training
You are required to complete all four (4) training videos prior to participating in the survey activities, including the general training and the three (3) additional trainings focused specifically on the survey technology.
Completion of all required training is mandatory. On the day of the survey, you will be required to sign a liability waiver that includes an acknowledgment confirming that you have completed all required training and that you fully understand the training materials and the procedures associated with the survey application technology. Failure to complete the required training may result in disqualification from participation.
VOLUNTEER RELEASE AND WAIVER OF LIABILITY, ASSUMPTION OF RISK, INDEMNIFICATION, AND CONFIDENTIALITY AGREEMENT
You (“Participant”), for and in consideration of being permitted to participate as a volunteer in a Street Survey Activity or related activities (collectively, the “Event”), do hereby knowingly, voluntarily, and freely agree, for myself and for my personal representatives, heirs, executors, administrators, assigns, and next of kin, as follows:
1. ACKNOWLEDGMENT OF EVENT AND CONDITIONS
Participant acknowledges that the Event involves volunteer participation in street survey activities related to individuals experiencing homelessness and may occur on property owned or maintained by third parties, including but not limited to public streets, sidewalks, wooded areas, parks, vehicles, abandoned structures, and other locations throughout Broward County, Florida, including locations not intended for human habitation.
Participant understands and acknowledges that such locations may present dangerous, hazardous, unpredictable, and uncontrolled conditions, including but not limited to:
- uneven terrain
- wildlife or environmental hazards
- exposure to weather
- interactions with members of the public
- criminal activity
- unsanitary conditions
- hazardous materials
- physical confrontation
- emotional distress
- communicable diseases or illnesses
Participant further acknowledges that the Event occurs in areas open to the public and that the safety of participants cannot be guaranteed.
2. ASSUMPTION OF ALL RISKS
Participant understands that participation in the Event and Activities involves inherent and significant risks, including but not limited to the risk of:
- minor or serious bodily injury
- illness or exposure to disease
- emotional trauma
- permanent disability
- paralysis
- death
- loss of personal property
Participant expressly acknowledges that such risks may arise from, including but not limited to:
a. the actions, omissions, or negligence of Participant
b. the actions, omissions, or negligence of other volunteers, participants, members of the public, or third parties
c. the condition of streets, sidewalks, parks, buildings, wooded areas, vehicles, or other locations where Activities occur
d. the
negligence of any Released Party, including negligent rescue operations
e. unforeseeable events or circumstances beyond the control of the Released Parties.
Participant voluntarily and knowingly assumes ALL risks, both known and unknown, foreseeable and unforeseeable, associated with participation in the Event.
Participant accepts full personal responsibility for any injury, loss, damage, or death that may occur as a result of participation in the Event.
3. RELEASE AND WAIVER OF LIABILITY
Participant hereby fully releases, waives, discharges, and covenants not to sue the following entities and persons (collectively the “Released Parties”):
- TaskForce Fore Ending Homelessness, Inc.
- City of Hollywood
- FL-601 Broward County Continuum of Care (COC) – Board of County Commissioners
- any Event organizers, coordinators, contractors, volunteers, participants, or affiliated agencies
- any sponsors, advertisers, or partners of the Event
- owners, operators, or lessors of premises where the Event takes place
- and each of their respective past, present, and future officers, directors, administrators, trustees, members, member organizations, employees, agents, representatives, contractors, insurers, volunteers, successors, and assigns
from any and all claims, demands, causes of action, liabilities, damages, losses, costs, or expenses, including attorney’s fees, whether known or unknown, suspected or unsuspected, arising out of or related to Participant’s involvement in the Event.
This release applies to the fullest extent permitted by Florida law, including claims arising from the negligence of the Released Parties, including negligent rescue operations.
4. INDEMNIFICATION AND DEFENSE
Participant agrees to defend, indemnify, and hold harmless the Released Parties from and against any and all claims, demands, damages, losses, liabilities, judgments, settlements, costs, and expenses, including reasonable attorneys’ fees and litigation costs, arising out of or related to:
- Participant’s participation in the Event
- Participant’s actions or omissions
- Participant’s violation of any law, rule, or instruction
- Participant’s breach of this Agreement
- any claim brought by or on behalf of Participant, Participant’s family, heirs, or representatives.
Participant further agrees that if any claim is brought despite this release, Participant will fully reimburse and defend the Released Parties for any associated costs or liabilities.
This indemnification obligation survives the conclusion of the Event.
5. VOLUNTARY PARTICIPATION
Participant acknowledges and agrees that:
- Participation is entirely voluntary.
- Participant is not an employee of TaskForce Fore Ending Homelessness, Inc.
- Participant is responsible for their own health, safety, insurance, and personal property.
- No promises or guarantees regarding safety have been made.
Participant represents that they are physically and mentally capable of participating in the Event.
6. CONFIDENTIALITY OBLIGATION
Participant understands that during the Event they may obtain or observe confidential, private, or sensitive information, including but not limited to information relating to:
- survey participants
- individuals experiencing homelessness
- volunteers and staff
- survey data and materials
- locations and operations of the Event.
Participant agrees that all such information is strictly confidential.
Participant agrees not to disclose, publish, share, or distribute any confidential information in any form, including verbal, written, electronic, or digital communication.
This obligation applies during and after participation in the Event and continues indefinitely.
7. SOCIAL MEDIA AND PHOTOGRAPHY RESTRICTIONS
Participant agrees not to photograph, record, or publish any images or information related to:
- survey participants
- survey locations
- survey materials
- volunteer activities
without the express written authorization of TaskForce Fore Ending Homelessness, Inc.
Participant further agrees not to post or share such information on social media or any other platform during or after the Event.
8. BREACH OF CONFIDENTIALITY
Participant acknowledges that any unauthorized disclosure or careless handling of confidential information constitutes a serious breach of duty.
Participant understands that such breach may result in:
- immediate removal from the Event
- disqualification from future events
- legal liability for damages arising from such disclosure.
The only exception to confidentiality occurs where a survey participant presents an immediate threat of serious harm to themselves or others, in which case Participant shall notify the Event Coordinator and/or 911 (Hollywood Police or Fire) immediately.
9. GOVERNING LAW AND VENUE
This Agreement shall be governed by and interpreted under the laws of the State of Florida.
Any legal action relating to this Agreement shall be brought exclusively in a court of competent jurisdiction located in Broward County, Florida.
10. SEVERABILITY
If any provision of this Agreement is held to be invalid, illegal, or unenforceable, the remaining provisions shall remain in full force and effect to the maximum extent permitted by law.
11. TERM AND SURVIVAL
This Agreement shall remain in effect for one (1) year from the date of signing, unless otherwise modified in writing by TaskForce Fore Ending Homelessness, Inc. The provisions relating to release of liability, indemnification, and confidentiality shall survive indefinitely.
12. ELECTRONIC EXECUTION AND SIGNATURES
Participant acknowledges and agrees that this Agreement may be executed electronically and that any electronic signature, digital signature, typed name, click-through acceptance, or other form of electronic assent provided by Participant shall be deemed to constitute a valid and legally binding signature.
Participant expressly agrees that execution of this Agreement through any electronic means, including but not limited to electronic signature platforms, digital forms, tablets, mobile devices, or online registration systems, shall have the same legal force and effect as an original handwritten signature.
Participant further agrees that no separate email confirmation, secondary authentication, or additional verification shall be required to validate Participant’s electronic execution of this Agreement. The electronic record of Participant’s execution maintained by TaskForce Fore Ending Homelessness, Inc., its agents, or its electronic service providers shall be deemed conclusive evidence of Participant’s acceptance of this Agreement. Participant waives any right to challenge the validity or enforceability of this Agreement on the basis that it was executed electronically or that a physical signature, paper copy, or email confirmation was not provided. Participant agrees that electronic copies of this Agreement shall be admissible in any legal proceeding to the same extent as an original document.
13. ACKNOWLEDGMENT OF UNDERSTANDING
By signing below, Participant acknowledges that:
- Participant has carefully viewed the entirety of all four training videos and/or attended in person during 2026
- Participant fully understands its contents
- Participant has carefully read this entire Agreement
- Participant fully understands its contents
- Participant understands that substantial legal rights are being waived
- Participant signs this Agreement freely and voluntarily without inducement or coercion
- Participant intends this Agreement to be a complete and unconditional release of liability to the fullest extent permitted by law.
About the Point-in-Time (Voices of the Street) Unsheltered Survey

The Point-in-Time Count is an unsheltered survey conducted to assess the needs of homelessness in a community. This initiative involves volunteers, outreach specialists, community partners and public safety agencies surveying individuals living on the streets, in parks, and other public spaces to gain insights into their circumstances and needs. This is a collaborative event that takes place every January with several community partners and local governments.
Conducting this count once per year is critical for several reasons:
- Data Collection: The unsheltered survey provides essential data on the needs and demographics of people experiencing homelessness. This information helps policymakers, service providers, and advocates understand the scale of the issue and identify trends over time.
- Resource Allocation: By knowing the extent of homelessness, communities can allocate resources more effectively. This includes funding for housing, outreach programs, mental health services, and other support systems. Accurate data enables targeted interventions to be applied where they are most needed.
- Policy Development: The data gathered from the unsheltered survey informs the development of evidence-based policies aimed at reducing and ending homelessness. Understanding the specific challenges faced by the homeless population helps shape programs and initiatives that can lead to sustainable solutions.
- Advocacy and Awareness: The annual survey raises public awareness about homelessness and its complexities. The data generated serves as a powerful tool for informing the community about the facts of homelessness in the community.
- Tracking Progress: Regularly conducting the unsheltered survey allows communities and their local government agencies to track the effectiveness of their efforts in addressing homelessness. It provides a baseline for measuring progress and adjusting strategies as needed, while placing an emphasis on learning more about the needs of vulnerable sub-populations of people that experience homelessness.
